Operational AI & enablement for Australian civil & commercial landscape

Respond faster. Submit stronger. Pursue more.

Tenor helps civil and commercial landscape contractors review tender documents faster and produce stronger submissions. It turns complex council specifications, last-minute addenda and large schedules into clear scope sheets, helping your team pursue more opportunities without adding headcount.

BUILT FOR CONTRACTORS NAVIGATING Council Tenders • DTP / VicRoads • TfNSW • Tier-1 Head Contractor Subcontracts

The estimating bottleneck is costing you tenders.

Your senior estimators shouldn't spend 70% of their day manually scanning contract clauses and cross-referencing soil reports. They should be pricing work and negotiating subbie rates.

Manual realityTenor workflow
The manual realityLate addenda create a scramble. Addendum 04 lands 36 hours before tender close, and estimators spend half a day finding what TfNSW or council changed. The Tenor workflowDocument comparison. Tenor compares Rev A with Rev B in 60 seconds and identifies changes to earthworks requirements, plant specifications and milestone penalties.
The manual realityCommercial risks can be buried deep in the documents, including 12-month plant maintenance bonds, non-standard compaction testing and onerous liquidated damages. The Tenor workflowRisk register. Each tender package produces a register that highlights non-standard commercial clauses for review.
The manual realityPreparing subcontractor packages takes time. Separating a civil or landscape specification into drainage, hydroseeding and asphalt packages can take days. The Tenor workflowTrade scope sheets. Generate separate scope-of-work sheets that are ready to send to subcontractors for pricing.
The manual realityLimited capacity. Commercial teams turn down suitable tenders when they do not have time to assess them properly. The Tenor workflowMore tender capacity. Assess and respond to more opportunities without adding specialist headcount.

How we partner with your team.

Tenor combines tender response software with practical onboarding and ongoing support. We configure it around the way your commercial and estimating teams already work.

Tender software with ongoing support

Use the platform directly, with a support team available to help configure and improve your workflows.

  • Simple setup. There is nothing to install. Tenor works with your existing tools, including Outlook, SharePoint, Procore, Jobpac and Cubit.
  • Self-serve tender ingestion. Upload the tender ZIP directly to Tenor and receive structured scope summaries, compliance matrices and RFI drafts within minutes.
  • Addendum and drawing review. Compare revisions and track scope changes, specification changes and updated bills of quantities.
  • Workflow support. As your needs change, our team can adapt workflows for site variations, subcontractor compliance and dockets.
Applied enablement

Practical AI for estimating teams

Hands-on training for your commercial, estimating and project teams.

  • Training built around real work. Sessions focus on repeatable estimating and commercial workflows rather than AI theory.
  • Tender document review. Learn how to find soil classifications, staging restrictions and payment terms in large specifications.
  • RFI and clarification drafting. Give estimators a consistent way to prepare clear tender queries and clarification letters.
  • 30-day team onboarding. Set up individual workflows, desktop reference guides and reusable commercial templates.

All processing runs on Amazon Web Services infrastructure in Sydney. Tender processing remains in Australia.

Not used for model training

Your specifications, pricing and project history are not used to train public models.

Separate customer environments

Each contractor's environment is kept separate. Your pricing strategy is never visible outside your business.

Things we can answer directly
  • How pricing works for your tender volume.
  • Whether Tenor fits your specific council or agency mix.
  • What the first week actually looks like.

We're onboarding a small number of founding partners.

Tenor is working with Victorian civil and landscape contractors to test the platform against real tenders. Founding partners receive pre-release pricing and can influence what we build next.

Questions contractors actually ask.

Do we need an internal IT team or software developer to run this?

No. Tenor is a self-serve platform with nothing to install or maintain on your side. Anyone comfortable with email, SharePoint or Excel can use it.

Will this replace our current estimating software (Buildsoft/Cubit, Jobpac, Excel)?

No. Tenor sits upstream of your pricing tools. Tenor reads and structures the tender documents so estimators can populate their pricing models faster and more accurately.

Is our tender data and pricing protected?

Yes. Each customer has a separate environment, and tender documents, pricing sheets and project records are not used to train public models.

How is this priced?

Pricing is based on tender volume and charged as a fixed annual subscription. It covers the platform and support for your team. Share your expected volume during the audit call and we will provide a clear annual price.

Will this slow my team down while they learn a new system?

The workflow is straightforward: log in, upload the tender pack and receive the output in familiar formats for Word and Excel. Our support team guides your team through the process in the first session.

How quickly can our team be up and running?

Most contractors are fully deployed and running live tender packages through the engine within 5 to 7 business days.

Tenor is built in Melbourne by an AI specialist with more than 15 years of experience in enterprise cloud, data and technology consulting in Australia. The product is designed for the contractors preparing tenders.
